MND: The Specter of Japanese Militarism Must Never be Allowed to Haunt the World Again
11月27日下午，國(guó)防部舉行例行記者會(huì)，國(guó)防部新聞局副局長(zhǎng)、國(guó)防部新聞發(fā)言人蔣斌大校答記者問(wèn)。
記者：據(jù)報(bào)道，日本政府日前完成向美國(guó)返銷(xiāo)“愛(ài)國(guó)者”防空導(dǎo)彈。這是日方對(duì)武器出口“松綁”后，首次出口殺傷性武器。另有消息稱(chēng)，日本自民黨開(kāi)始討論修訂三份安保條約文件，其中包括修改“無(wú)核三原則”、增加防衛(wèi)開(kāi)支等。請(qǐng)問(wèn)發(fā)言人對(duì)此有何評(píng)論？
Question: It was reported that the Japanese government sold its domestically produced Patriot air-defense missiles to the US. It was the first export of deadly weapons since Japan relaxed controls on its arms export. Besides, the Liberal Democratic Party of Japan has started discussions on revising its three security documents, including the revision of its three non-nuclear principles and increasing its defense spending. What’s your comment on this?
蔣斌：關(guān)于日本作為二戰(zhàn)戰(zhàn)敗國(guó)的身份早有定論，《開(kāi)羅宣言》《波茨坦公告》《日本投降書(shū)》等國(guó)際法律文件明確禁止日本重新武裝。需要國(guó)際社會(huì)高度警惕的是，近年來(lái)，日方逆世界潮流而動(dòng)，企圖突破“和平憲法”約束，肆無(wú)忌憚擴(kuò)軍備武，大幅提升防衛(wèi)預(yù)算，加速修訂安保政策文件，放寬武器出口限制，圖謀放棄“無(wú)核三原則”，甚至妄想武力介入臺(tái)海，對(duì)地區(qū)和平穩(wěn)定造成嚴(yán)重威脅。
Jiang Bin: It is an ironclad fact that Japan was a defeated country in WWII. International treaties and instruments such as the Cairo Declaration, the Potsdam Proclamation, and the Japanese Instrument of Surrender, explicitly ban Japan from rearmament. The international community must be on high alert against Japan’s revisionist attempts to break away from the restraints of its pacifist Constitution by brazenly expanding its military build-up, drastically increasing its defense budget, expediting the revision of its security policies, relaxing restrictions on weapons export, and attempting to revoke the three non-nuclear principles. It is even attempting to intervene militarily on the Taiwan question. These moves pose serious threats to regional peace and stability.
今年是中國(guó)人民抗日戰(zhàn)爭(zhēng)暨世界反法西斯戰(zhàn)爭(zhēng)勝利80周年。包括中國(guó)在內(nèi)的亞洲乃至世界人民永遠(yuǎn)不會(huì)忘記日本法西斯制造的慘重災(zāi)難，絕不允許日本軍國(guó)主義幽靈再次為禍人間。我們正告日方切實(shí)反省歷史罪責(zé)，立即停止修憲擴(kuò)軍，任何重走侵略擴(kuò)張邪路、破壞戰(zhàn)后國(guó)際秩序的圖謀都不會(huì)得逞。
This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War. People around the world, especially those from China and other victimized countries in Asia, will never forget the catastrophe brought by Japanese Fascists. The specter of Japanese militarism must never be allowed to haunt the world again. We urge the Japanese side to fully repent its war crimes and immediately abandon dangerous attempts in constitutional revision and military build-up. Any attempt to repeat the evil path of aggression and expansion and undermine the post-WWII international order will not succeed.
